President Trump said on Tuesday that he planned to order the military to guard parts of the southern border until he can build a wall and tighten immigration restrictions, proposing a remarkable escalation of his efforts to crack down on migrants entering the country illegally.
Mr. Trump, who has been stewing publicly for days about what he characterizes as lax immigration laws and the potential for an influx of Central American migrants to stream into the United States, said he was consulting with Jim Mattis, the secretary of defense, about resorting to military deployments.
“We have very bad laws for our border, and we are going to be doing some things — I’ve been speaking with General Mattis — we’re going to be doing things militarily,” Mr. Trump said at the White House, seated beside the defense secretary at a meeting with visiting leaders of Baltic nations. “Until we can have a wall and proper security, we’re going to be guarding our border with the military. That’s a big step. We really haven’t done that before, or certainly not very much before.”
It was not immediately clear what Mr. Trump meant by the remarks, or what the rationale would be for deploying United States troops to patrol or even seal the border at a time when the numbers of people being apprehended crossing illegally are down to their lowest level since 1971.
The active-duty military is generally barred by law from carrying out domestic law enforcement functions, such as apprehending people at the border. But previous presidents have deployed National Guard troops to act in support roles on the border with Mexico — former President Barack Obama sent 1,200 in 2010 and former President George W. Bush dispatched 6,000 in 2006.Governors of border states have done the same when faced with large inflows.

Last February, he called his immigration crackdown “a military operation,” prompting Rex W. Tillerson, then the secretary of state, and John F. Kelly, then the homeland security secretary, who were visiting Mexico at the time, to push back vigorously. They told their Mexican counterparts and reporters that the American president did not, in fact, plan to use the military to hunt down and deport undocumented immigrants. The White House later insisted that Mr. Trump had meant the word “military” only as an adjective.
On Tuesday, though, the president appeared convinced that American troops were needed.
“We are preparing for the military to secure our border between Mexico and the United States,” he said during a news conference with the Baltic leaders, adding that he would be meeting with Mr. Mattis and other officials on the matter later in the day. “I think it’s something we have to do.”
Mr. Trump’s comments on Tuesday came after he kicked off his third consecutive day of tweeting about America’s “weak” border laws and called on Congress to act on legislation to toughen immigration laws. The push comes as Mr. Trump has complained with increasing urgency about a large group of migrants from Honduras that has been traveling through Mexico.
The caravan has been a popular topic on Fox News — the president’s favorite news network — and his aides have argued that weak immigration policies are luring the migrants from Central America to the United States.

Ryan: Tax Reform Outline Coming in 2 Weeks

House Speaker Paul Ryan on Wednesday said congressional Republicans will release the outline of a tax reform plan in roughly two weeks, kicking off lawmakers work to produce legislation "in the weeks ahead."
The Wisconsin Republican said House leadership laid out for party members at a Wednesday morning meeting "the ongoing process for comprehensive tax reform and tax cuts for middle-class families this year," which he said starts with an outline that will be released the week of Sept. 25.
"And then the tax-writing committees are going to take feedback and input, and then they're going to go produce their bills in the weeks ahead," Ryan said.
Ryan said the document will reflect the consensus of the chamber's tax-writing panels – the Ways and Means and Financial Services committees – and President Donald Trump's administration. He reportedly told The Associated Press that Republicans' goal is to have tax reform passed into law by the end of the year.
The Trump administration has been discussing the issue with members, and Ryan indicated rank-and-file lawmakers will have the opportunity to give feedback once the outline is released later this month.
"This is the beginning of the process, it's the beginning of a very important process to achieve for the first time in a generation overhauling our tax system and giving middle-class families a much-deserved break," Ryan said. "The whole point of all of this is the House, the Senate and the White House are starting from the same page and the same outline and then the tax writers are going to take it from there on the details."
The Trump administration has been pushing for lawmakers to work in a bipartisan fashion on tax reform, and Ryan said Wednesday he "would love to have the Democrats supporting and working with us in a constructive way on tax reform."

Elon Musk predice la Tercera Guerra Mundial

Elon Musk pasó parte de su fin de semana festivo por el Día del Trabajo en Estados Unidos tuiteando sobre la Tercera Guerra Mundial.
El director ejecutivo de Tesla y de SpaceX no estaba haciendo predicciones alarmantes por la prueba con armas nucleares realizada por Corea del Norte. Lo que realmente le preocupa a Musk sobre una guerra mundial es la inteligencia artificial.


Corea del Norte “debería estar abajo en nuestra lista de preocupaciones por el riesgo que implica para la civilización”, dijo Musk en un mensaje enviado a través de Twitter, este lunes en la mañana.

“En mi opinión, la competencia por la superioridad en la inteligencia artificial a nivel nacional será la causa más probable de la Tercera Guerra Mundial”, dijo Musk en otro tuit.

La alarmante predicción fue en respuesta a un comentario reciente del presidente de Rusia Vladimir Putin, en el que dijo que “la inteligencia artificial es el futuro no solo de Rusia sino de toda la humanidad” y aseguró que “quienquiera que sea el líder en este campo será el gobernante del mundo”.

Por el momento, Estados Unidos, China y la India son los tres países que lideran la carrera por la inteligencia artificial, según un alto ejecutivo de la industria tecnológica.
Pero Musk cree que otros países tratarán de alcanzarlos por cualquier medio. “Los gobiernos no tienen que seguir leyes normales”, dijo en un tuit. “ Obtendrán inteligencia artificial desarrollada por compañías a punta de pistola, si es necesario”.

En otra respuesta a través de Twitter, Musk especuló con que un sistema de inteligencia artificial podría escoger comenzar una guerra “si decide que un ataque preventivo es el camino más probable para obtener la victoria”.

Las preocupaciones de Musk sobre los peligros de la inteligencia artificial no son nuevas y en repetidas ocasiones ha pedido nuevas regulaciones para proteger al público.

En ese proceso, Musk se ha enfrentado con el multimillonario de la industria tecnológica, fundador y director ejecutivo de Facebook, Mark Zuckerberg.

Zuckerberg califica la retórica alarmista de Musk como “muy irresponsable”. Y Musk le responde diciendo que Zuckerberg tiene una comprensión “limitada” del tema.

Musk ha tratado de abordar sus inquietudes sobre la inteligencia artificial a través de dos nuevos emprendimientos: OpenAI, una compañía de investigación sobre inteligencia artificial sin ánimo de lucro, y Neuralink, una empresa que construye dispositivos para conectar al cerebro humano con computadores.
